As the old man walked the beach at dawn, he noticed a young man ahead of him picking up starfish and flinging them into the sea. finally catching up with the youth, he asked him why he was doing this. the answer was that the stranded starfish would die if left until the morning sun.
"but the beach goes on for miles and there are millions of starfish," countered the other. "how can your effort make any difference?"
the young man looked at the starfish in his hand and then threw it to safety in the waves. "it makes a difference to this one," he said.

STRATEGI PENYERAPAN ANGGARAN: melangkah lebih dini dg ber-SPIP

Pada 7 November 2011 realisasi belanja pemerintah pusat baru 69,1% dari pagu, belanja modal baru terealiasasi sebesar 40,7% dari pagu anggaran. Padahal penghujung tahun 2011 sudah semakin dekat.
Kenyataan ini akan memaksa instansi pemerintah kejar tayang 100% penyerapan anggaran tahun 2011. Hal ini berakibat tidak seimbangnya antara waktu yang tersedia dengan target fisik (belanja modal) yang harus dikejar. Tragisnya, mutu output akan tergadaikan alias tak sesuai harapan. Dan kenyataan ini terjadi tiap tahun dalam denyut penyerapan anggaran. Bukan menjadi suatu nada, tapi telah menjadi irama false penyerapan anggaran akhir tahun.
